Masterkey has been working diligently to gather the facts about RERA’s new initiative, Ejari. We now know the ins and outs of how Ejari will work, why it’s being done and the process that are being established. What is Ejari and who’s behind it?

The Dubai Real Estate Regulatory Authority (RERA) has made it mandatory for tenants and landlords to register tenancy contracts online from January 1, 2009, to assist with the development of a comprehensive rental index to better evaluate and regulate the market. As part of this initiative, RERA requires every landlord and property management company to generate tenancy contracts through its new online portal called Ejari. ERES, the technology arm of RERA, has been charged with developing the Online Tenancy Registration website. Every new tenancy contract will be generated through Ejari to ensure that accurate tracking of rental rates can be achieved and are in accordance with RERA regulations.

How will RERA enforce compliance?

RERA will enforce compliance through several means. For instance, in the future you will need a RERA Tenancy Contract to:

1. Register a company trade license
2. Raise a complaint with the rent committee
3. Activate your DEWA account

Step 1

Landlord/Property Management company registers property with RERA through Masterkey by the click of a button.

Step 2

Landlord/Property Management company takes all property documents to RERA for Approval. Note: In the near future all documents will be submitted electronically via Masterkey to RERA.

Step 3

Property No./IDs are given to every property registered in Ejari this syncs with Masterkey and the details display in the unit file.

Step 4 - Complete

The official tenancy contract becomes available for print directly through Masterkey with the unique tenancy contract number and the property number printed on it.

Masterkey has partnered with RERA to provide added efficiency and clarity to the process to make it quicker and easier for you, the client. As we speak, Masterkey is integrating with RERA's system which will allow users to register every property electronically, with tracking approval from RERA executed inside the Masterkey application. When submitting a tenancy contract, Masterkey will generate the RERA tenancy contract and RERA receipts directly. All you have to do is hit “Print.?/div>

Every landlord/property management company will register properties with RERA and populate the property data into Ejari through Masterkey by exporting properties directly from the application, individually or in bulk, with the click of a button.

Once every property is registered with RERA, a representative must take ALL documents to RERA for approval for every property uploaded relating to:

a. Landlord information
b. Property information: municipality details/approvals
c. Proof of an agreement between landlord and property management company (if applicable and not direct)

After a manual review/audit of the above documents, property numbers/IDs are assigned to every registered property becomes “approved?and leasable. The property approved numbers and leasable status are relayed instaneoulsy to Masterkey and display directly on the property unit file.

With Masterkey, each time a lease transaction is completed, the tenancy details are relayed to RERA, while the standardized RERA-approved tenancy contract details are retrieved from RERA. The official tenancy contract becomes available for print directly through Masterkey with the unique tenancy contract number and the property number printed on it.

How does it work (without Masterkey)?

Step 1

Landlord/Property Management company registers property with RERA through the Ejari system

Step 4

With new lease transactions enter the tenancy contract into the Ejari system to register the lease.

Step 5

Landlord/Property Management company registers each & every tenancy contract to obtain a RERA tenancy contract.

Step 2

Landlord/Property Management company physically takes all property documents to RERA for approval

Step 3

Property numbers/IDs are assigned to every property registered in Ejari and therefore approved.

Step 6

Print the formal standardized RERA-approved tenancy contract for your records.

Once every property is registered with RERA, a representative must take ALL documents to RERA for approval for every property uploaded relating to:

a. Landlord information
b. Property information: municipality details/approvals
c. Proof of an agreement between landlord and property management company (if applicable and not direct)

After a manual review/audit of the above documents, property numbers/IDs are assigned to every property registered in Ejari, whereby the property becomes ‘Approved?and therefore leasable.

Each time a lease transaction is conducted you must manually enter the tenancy contract details through the Ejari system to register the lease.

The property management company (or landlord) must then register each and every tenancy contract and obtain the required RERA tenancy contract.

Upon receiving approval, you will print the formal standardized RERA-approved tenancy contract which has a unique tenancy contract number and the property number printed on it.
